The Project Manager prepares the Initiation Stage Plan with any necessary support from Project Board members.
The temptation to put pressure on the Project Manager to complete initiation quickly should be resisted where possible, as a rushed initiation will often lead to a poor project subsequently. Project Board members should be careful not to underestimate the effort required to initiate a project properly and provide the Project Manager with sufficient resource and time [see 'The Complete Time Management package'] accordingly.
Generally, the effort required to initiate a project should be in proportion to the scale and business priority of the project concerned.
